I strongly believe, from my many readings, that Egypt and/or the Amarna Letters were talking about the whole of Canaan and surrounding Peoples and City-States.
I believe if I'm not mistaken, that the letters talk about, in a nutshell, the Phoenicians or Philistines maybe getting together with the Nomads/sheperd peoples against Egypt.
Now I'm no expert but in the context, I feel it talks about all the peoples of Judea(not Palestine - that wasn't invoked or placed on Judea til the Romans).
